St. Tammany Parish Government Enters Phase One Reopening

 

St. Tammany Parish President Mike Cooper signed an Executive Order, to reopen St. Tammany Parish and St. Tammany Parish Government as Phase One openings begins across the State of Louisiana.

 

“Our goal is to open up St. Tammany Parish Government gradually, while protecting our employees, and continuing to serve the public,” said Cooper. “We are happy to open the Tammany Trace, the St. Tammany Fishing Pier, and Camp Salmen Nature Park, giving our citizens the opportunity to utilize them in the safest ways possible. We ask that every citizen continue to take personal responsibility to protect themselves and others.”

 

As a portion of St. Tammany Parish Government employees return to Parish Government campuses to work in offices, each will go through a screening process in order to enter the buildings. A portion of employees will remain working remotely.  Measures will be in place to adhere to social distancing guidelines, and employees will be required to wear masks. Parish Government buildings will remain closed to the public.

 

The Tammany Trace, Camp Salmen Nature Park, and the St. Tammany Fishing Pier reopen beginning Friday, May 15, 2020.

 

  • The Tammany Trace will open from 7 a.m. – 7:30 p.m. every day.
  • The Bayou Lacombe Bridge closes at 7 p.m.
  • The St. Tammany Fishing Pier will open from 7 a.m. – 6 p.m. Patrons are advised the Pier will be manned sporadically.
  • Camp Salmen Nature Park will open from 9a.m. – 4:30 p.m. Friday, Saturday and Sunday. The Playground is closed to the public. Patrons are advised Camp Salmen Nature Park will be manned sporadically.
  • The Kids Konnection Playground will remain closed
  • Restrooms will be cleaned throughout the day. Patrons should plan to exercise best practices for prevention when using these facilities, including: social distancing, wearing a mask, and frequent hand washing.

Residents asked to Report Structure Flooding After Continuous Heavy Rainfall Inundates St. Tammany

St. Tammany Parish President Mike Cooper surveyed damage Thursday evening, May 14, 2020 and Friday morning, May 15, 2020, after the National Weather Service estimated rainfall totals reached up to 16 inches in portions of western St. Tammany. This heavy rainfall inundated western and northern St. Tammany Parish, reportedly flooding homes and businesses, stranding motorists, and closing roadways.  The St. Tammany Parish Sheriff’s Office conducted rescues from flooded homes and vehicles.

“Forecasters reported what is known as a training effect, and this caused the rain to repeatedly fall in the same area over a long period of time. Unfortunately, we have homes and businesses that have been flooded,” Cooper said. “We are working now to assess damage and prepare for more expected rainfall over the next couple of days. There are several roads that remain closed, or have high water signs posted. Residents are asked to please choose an alternate route if the road is closed, and do not go around barricades.”

St. Tammany Parish President Mike Cooper announced today the details of St. Tammany’s Live Safe. Work Safe. Shop Safe. Action Plan set to launch Friday, May 15, 2020 in accordance with the Governor’s Phase One reopening announced Monday, May 11, 2020. “Over the past weeks, we’ve been strategically and thoughtfully preparing our Live Safe. Work Safe. Shop Safe. Action Plan in anticipation of this announcement, through research, focus groups, and the help of industry regulating boards —and I can honestly say we are ready with a sustainable reopening plan. I applaud the St. Tammany Economic Recovery and Resiliency Advisory Council — especially Chris Masingill and his team at St. Tammany Corporation — for leading this effort, particularly on such an accelerated timeline. I also want to thank our citizens for their input through email, phone calls and focus groups. St. Tammany Parish Officials Announce Completion of $3.7 Million Bootlegger Road Project in the Covington Area— Road is Open 

St. Tammany Parish President Mike Cooper announced the $3.7 million Bootlegger Road (formerly Highway 1085) bridge replacement and road enhancement project in the Covington area is complete. Bootlegger Road was officially opened Friday morning, May 8, 2020 to vehicular traffic.

“We are happy to announce the completion of this project. This essential investment in our infrastructure will provide multiple uses and will enhance traffic flow between Hwy. 21 and Hwy 1077. It also provides a safe option for physical activity and walkability in the area,” Cooper said. “We appreciate the patience of residents of our community during this important infrastructure improvement project.”

The project included complete replacement of the bridge over Timber Branch Creek just east of the Weston Glen subdivision; a complete mill and overlay from the roundabout at Highway 1077 northeast on Bootlegger Road up to Highway 21; and the construction of a recreational path for non-motorized use on the south side of Bootlegger Road from Francis Road to Highway 21. Magee Excavation and Development completed the project.

The roadway is now officially open. Crews have minimal items to complete which could disrupt traffic on the road in the coming weeks. The road is expected to remain open while these items are complete.

St. Tammany Parish Government to Hold Virtual Parish Council Meeting

St. Tammany Parish Council Chairman Michael Lorino, Jr. announced today that the St. Tammany Parish Council will conduct the May 7, 2020 Parish Council meeting virtually. The Parish Council will utilize the Zoom platform to livestream the meeting beginning at 6 p.m. The public can participate by calling in through an Audio Bridge Conference call the night of the meeting. The Conference Bridge will open approximately five - 10 minutes before the start of the meeting. Additional COVID-19 updates

STAR Transit

STAR Transit has created a Face Mask Policy. In an effort to fight the COVID-19 pandemic, STAR Transit requires all passengers to wear a facemask that covers their nose and mouth while on board. Customers who do not wear a mask will not be permitted on board. The facemask requirement is currently in effect and will continue until further notice. The masks are not required to be hospital grade.  They can be bandannas, fabric masks or neck gaiters.  Other safety measures are already in place, including additional vehicle cleanings and social distancing of passengers on the vehicles.

Sewerage Inspection Permit Program

The Department of Environmental Services begins Tuesday, May 5, 2020, performing sewerage inspections for applicants who are attempting to buy or sell a home and who have already submitted the required application and payment.  Environmental Services will continue to accept new applications but those who have already submitted their information will have priority.

The requirement for a Sewerage Inspection Permit for those seeking electrical service will continue to be waived until May 17, 2020.  This waiver only applies to those needing electrical service before May 17th. New applications along with a check or money order payable to St. Tammany Parish Government in the amount of $50.00 may be mailed to:

St. Tammany is Ready for Business: Balancing Health of the Community and the Economy is Key, Cooper Says

Today, St. Tammany Parish President Mike Cooper announced the draft framework for the Live Safe. Work Safe. Shop Safe Action Plan will be made publicly available for all businesses and communities in the Parish to begin making plans to prepare for the possible May 15, 2020 expiration of his extended Stay At Home Order (signed today) which runs concurrently with the Governor’s extended statewide Stay At Home Order, announced Monday.

President Cooper’s extended Stay At Home Order includes specific guidelines for non-essential retail businesses that mirror the language in the Live Safe. Work Safe. Shop Safe. Action Plan. Cooper is committed to having St. Tammany Parish poised and ready to slowly and gradually reopen, when data shows it is suitable to do so, in every effort to restart the St. Tammany economy amid the COVID-19 pandemic.

“It is vital that we balance the health of our community with the health of our economy, and we are working to strike this balance every day. Parish Government is prioritizing the Live Safe. Work Safe. Shop Safe Action Plan to ensure that all residents and businesses in St. Tammany Parish can operate as comfortably and as safely as possible,” Cooper said. “Beginning Friday, we will maximize the opportunities we have— the resumption of some elective surgeries in our medical facilities, the opening of non-essential retail businesses and professional offices with 10 or fewer people inside — as well as those opportunities presented in the changes put forth in the new order, and the utilization of new options for restaurants to allow patrons to eat on-site without tableside service.”

Cooper announced the formation of the St. Tammany Economic Recovery and Resiliency Advisory Council, to establish the Live Safe. Work Safe. Shop Safe. Action Plan and re-opening strategy on April 20, 2020, led by Chris Masingill, St. Tammany Corporation CEO. 

Cooper went on to say, “I cannot express enough my gratitude for the dedication this Advisory Council has shown in completing this draft, and the time they have sacrificed to work on this plan to enhance the recovery of our community.”

In the first phase, Cooper tasked the Advisory Council with developing short-term re-opening framework to address the needs of St. Tammany Parish, while at the same time, taking into consideration the health and safety of St. Tammany residents and the needs of our entire region.

“The work that the Economic Recovery & Resiliency Advisory Council is doing to make recommendations to position the Parish to balance public safety and economic conditions for our communities and businesses is critical,” says Chris Masingill, St. Tammany Corporation CEO.

“We are working with representatives from all sectors of our economy and healthcare experts to make sure we have the most robust plan in place that prioritizes public health and safety as we

re-open our business operations under a new normal. President Cooper has made it clear that this Council should balance the health of our people and the health of our economy. This is what we will continue to do as we work on the Live Safe. Work Safe. Shop Safe. Action Plan. The Council is designing its recommendations to protect, grow and respond to the needs of St. Tammany so we can continue to be the destination of choice for our people, our businesses and our communities to thrive.”

To date, the St. Tammany Economic Recovery and Resiliency Advisory Council has held five meetings, and collected significant amount of community and business input through a telephone briefing with elected officials, a business survey to solicit feedback from business and industry, and the request for public comments through a dedicated email address. The Advisory Council anticipates hosting additional telephonic briefings, as well as the continued solicitation of public input submitted to the Council at This email address is being protected from spambots. The Advisory Council used standards put forth by the White House, the Governor’s Office and other industry-related resources, to draft preliminary recommendations including: the timelines for the phased re-opening of the business and the recommended protocols for businesses using state and federal guidelines as well as industry recommendations. 

St. Tammany Recovery and Resiliency Advisory Council submitted their initial draft of the Live Safe, Work Safe, Shop Safe Action Plan to Parish President Cooper on Friday, April 24, 2020. This framework is intended to provide local parish guidance in the absence of specific federal or state guidance. Individual industry sectors will also need to consider the guidelines and operational requirements but forth by their industry organizations and regulatory boards and councils.

Over the course of next week, the Advisory Council will hold a series of sector-specific focus groups to gather additional feedback and concerns from local industry representatives. The Advisory Council will continue to meet to review the public comments and focus group insights, review direct feedback on this draft preliminary framework from Parish President Cooper, and edit and expand this document accordingly prior to final submission of the framework recommendation to the Parish President on Friday, May 8, 2020.

Though the pandemic is an ongoing and ever-evolving situation, Parish President Mike Cooper recognizes the opportunity to maintain public health and safety while gradually and responsibly opening up our local economy in thoughtful, intentional phases, when data shows it is suitable to do so.

Based on the White House’s Reopening America Plan, the Governor’s executive order and adjusted for local guidelines, each phase in the timeline is tempered with the condition of continued decline; at any time, if cases trend upward again, restrictions may temporarily be enforced again. This should especially hold true even after the community achieves Phase III in case a second wave of cases emerges in the fall.

Cooper urges businesses to take this time to maximize this opportunity to plan for the implementation of guidelines of the new normal into their existing business operations and position themselves for the strongest economic success possible. Feedback is welcome and the public’s patience is appreciated while best practices continue to be identified in the fight against COVID-19.

The expanded Advisory Council is expected to include a complete spectrum of local industry and business community partners, including public and private sectors such as: primary and continuing educational leadership, religious leaders, community stakeholders, the hospitality industry, and personal care and lifestyle businesses, to name a few.

St. Tammany Parish Government Obtains Masks for Distribution
 
St. Tammany Parish President Mike Cooper announced today that St. Tammany Parish Government will furnish approximately 90,000 donated masks to municipalities and Parish Fire Districts this week for distribution to the public. The washable, reusable masks were given to St. Tammany Parish Government by Hanes through the Governor’s Office of Homeland Security and Emergency Preparedness (GOSHEP).
 
“We are certainly grateful to GOSHEP for making this possible, and to Hanes for their donation. We are asking everyone to wear masks when out in public to continue to help slow the spread, and this will give people a chance to get a mask if they don’t have one,” Cooper said. “Our catch phrase is ‘Slow the pace, cover your face,’ and we appreciate the chance to give these out to help facilitate this preventative step.”
 
“These masks will fill a need for some who may not have access to masks, or who have not had a chance to get a reusable mask,” said Clarence Powe, Director of Homeland Security and Emergency Preparedness. “As we continue to work with our municipalities and partner agencies, we continue to come together to slow the spread of COVID-19. We appreciate the public’s help in this community response.”
 
The individual municipalities and Fire Districts will distribute the masks to the public following their receipt of the masks. St. Tammany Parish Government will share the distribution information when it becomes available.

St. Tammany Parish President Mike Cooper Announces Members of Newly Formed Advisory Council

Today, St. Tammany Parish President Mike Cooper announced his appointments to the St. Tammany Economic Recovery and Resiliency Advisory Council. This Advisory Council was formalized on April 20th to establish the Live Safe. Work Safe. Shop Safe. Action Plan and re-opening strategy following the Governor’s April 30, 2020 expiration of the concurrent Stay At Home Orders for the state and parish. Cooper tapped Chris Masingill, CEO of St. Tammany Corporation, to spearhead the two phases of the Advisory Council’s scope of work.

In the first phase, the Advisory Council is tasked with developing short-term re-opening framework to address the needs of St. Tammany Parish, while at the same time, taking into consideration the health and safety of St. Tammany residents and the needs of our entire region. The Advisory Council will use standards put forth by the White House, the Governor’s Office and other industry-related resources, to draft recommendations including: the timelines for the phased re-opening of the business and the recommended protocols for businesses using state and federal guidelines as well as industry recommendations.  During phase one, the Council will include representatives from both the private and public sectors, including the private and healthcare and hospitals, public agencies, elected officials, non-profit organizations, and the business community.

As phase two unfolds, the Council will be expanded to include elected officials and a broader spectrum of business, healthcare, and community partners to plan long-term recovery strategies.

St. Tammany Parish President Mike Cooper Forms Advisory Council to Establish Re-opening Action Plan

St. Tammany Parish President Mike Cooper announced the formation of the St. Tammany Economic Recovery and Resiliency Advisory Council, to establish the Live Safe. Work Safe. “We are looking ahead to prepare to move forward with the health and economic recovery in our Parish. We have worked hard as a community to slow the spread of COVID-19. As we plan to gradually re-open, I want to remind everyone that we need to stay the course over the next ten days,” Cooper said. “We each have the choice to either detract from our progress or to contribute to our recovery. Let’s all choose to move toward recovery, so our plan can be implemented.”

Cooper went on to say, “I am grateful for our community where so many people from across every sector are willing to step up and come to the table to find solutions and offer their time and expertise to contribute to our recovery.”
