Public Notice: Proposed Millage Rate Increase

Notice is hereby given pursuant to Art. 7, Sec.23(C) of the Louisiana Constitution and R.S. 47:1705(B) that a public hearing of the St. Tammany Parish Council will be held at its regular meeting place, St. Tammany Parish Council Chambers, 21490 Koop Drive, Mandeville, Louisiana on Thursday, July 7th, 2022 at 6:00 pm to consider levying additional or increased millage rates without further voter approval or adopting the adjusted millage rates after reassessment and rolling forward to a millage rate not to exceed the prior year’s maximum. The estimated amount of tax revenues to be collected in the next tax year from the increased millage is $12,752,227 and the amount of increase in taxes attributable to the millage increase is $1,041,489.

 This is not a new tax and St. Tammany Parish shall not exceed the voter approved maximum millage rate.

PUBLIC NOTICE: ST. TAMMANY PARISH DEPT. OF UTILITIES TO CONDUCT A TEMPORARY SWITCH TO FREE CHLORINE (CHLORINE BURN) OF THE CROSS GATES WATER DISTRIBUTION SYSTEM

St. Tammany Parish Government Department of Utilities, serving a public water system in Cross Gates, will be conducting a temporary switch from the current Chloramine (also known as Total Chlorine) disinfection to Free Chlorine disinfection of its water distribution system beginning Monday, April 25, 2022 and is intended to last for 60 days as recommended by Owen & White Consulting Engineering, Inc. This will affect the water system in the Cross Gates service area that is served by the Steele Road and Willow Wood Potable Water Wells.

The temporary switch to Free Chlorine from Chloramine is typically referred to as a Free Chlorine conversion or Chlorine Burn. This conversion is being performed strictly as a precautionary measure and to increase public trust in the water quality as recommended in the Final Report prepared by Owen & White Consulting Engineers, Inc. There is NO evidence or indication of bacteriological contaminants in the Cross Gates water distribution system. The Cross Gates water distribution system is in full compliance with all Louisiana Department of Health (LDH) and Environmental Protection Agency (EPA) regulations for water quality and safety.

During this temporary switch to Free Chlorine, the water disinfection process will be changed from Chloramines to Free Chlorine which is performed by significantly increasing the amount of Chlorine pumped into the water system to raise the Free Chlorine residual throughout the entire system. Customers may notice open fire hydrants or flushing valves throughout Cross Gates during this period to allow flushing of the system, which helps distribute the change in disinfectant.

Possible Effects: The temporary change will likely cause some discoloration or cloudiness in the water, minor pressure fluctuations, small air pockets, and a strong Chlorine odor and taste. If this is experienced, running water may help minimize the effects. Fire hydrant and valve flushing should remove a majority of the color and odor, but some will reach customer lines during the process.

The significant increase in the Chlorine concentration in the water system may cause customers to experience eye or skin irritations and other possible effects similar to swimming pools with a high dose of Chlorine. Customers who use tap water for kidney dialysis at home should contact their doctor to determine if any changes are necessary in their residual disinfectant neutralization procedures. Customers utilizing the water for aquariums should monitor the chlorine residuals.

Is the Water Safe to Drink? Yes, the water will remain safe to drink (except during precautionary Boil Water Advisories that will be issued during the disinfection transition periods of this process). However, be advised that by significantly increasing the Chlorine concentration, an increase in the production of disinfection by-products (DBP’s) is expected. DBP’s are classified by EPA as human carcinogens that are created during the disinfection process. The DBP’s level will be monitored throughout the Chlorine conversion to ensure levels do not increase beyond the maximum contaminant levels set by the EPA.

CHANGES COMING TO PROCUREMENT PROCEDURES


Effective April 1, 2022, the following changes will go into effect:

St. Tammany Parish will no longer record contracts, purchase orders, bonds, Notice to Proceed or change orders with the Clerk of Court.

The contractor will now be required upon receipt of the executed contract, bond, change order, purchase order, and Notice to Proceed record these items with the Clerk of Court, obtain a Certificate of Recordation from the Clerk of Court, and forward this Certificate immediately to the Department of Procurement.

The Department will process no purchase orders and no Notice to Proceed letters will be issued until receipt of the Certificate of Recordation. This will go into effect for any new projects advertised after April 1, 2022.

Other Changes:

Solicitations and addenda will no longer be posted on the St. Tammany Parish Website. All solicitations and addenda advertised on or after April 1, 2022 will be posted on LaPAC (Louisiana Procurement and Contract Network).

NOTE: LaPAC is the State’s online electronic solicitation notification system on the Office of State Procurement website. PUBLIC SERVICE ANNOUNCEMENT

M. Dwayne Wall, Registrar of Voters, announces the last day to register to vote in-person for the April 30, 2022 General Election is Wednesday, March 30, 2022.  Anyone interested in registering to vote in person will need Identification with a parish address.  Office hours on that day will be 8:00 A.M. to 4:30 P.M. The Slidell Office will be closed for lunch from 1:00 P.M. to 2:00 P.M.  If registering to vote online through Geaux Vote Online Registration, the last day is Saturday, April 9, 2022.  The Covington office is located at 601 N. Jefferson Ave., and the Slidell Office is located at 520 Old Spanish Trail Suit 2F.  In addition, all mail registration applications must be received or post marked by March 30, 2022.
